Uruguay: tax, residence and citizenship

Uruguay’s 2026 newcomer rules can be attractive to households with substantial foreign capital income. The relief is conditional and has annual evidence requirements. Genuine residence, the precise type of overseas income and the chosen immigration route matter more than a blanket promise of an eleven-year exemption.

Tax relocation in Uruguay

DGI’s October 2026 guidance describes a one-time IRNR election for eligible people becoming tax resident from 1 January 2026, covering that year and the following ten tax years. It is limited to specified foreign capital income and foreign-asset gains. Conditions include no Uruguayan tax residence in the preceding two tax years and no previous election into the earlier holiday regimes. Applicants must also meet the stated physical-presence or qualifying-investment conditions annually. This does not establish relief for every salary or trading receipt. If a condition fails, the guidance says the benefit is lost for that year within the original running period.

Residence rights

Immigration residence and tax residence are separate applications and tests. The migration authority provides temporary and permanent legal-residence procedures with route-specific supporting documents. For the 2026 tax election, one qualifying path uses more than 183 days of actual presence annually, evidenced through a tax-residence certificate. Other paths require an independent tax-residence basis plus specified investment conditions, including qualifying property above UI 12.5 million or qualifying fund capitalisation of at least UI 625,000 annually. The indexed-unit value and all conditions should be calculated for the relevant date. These tests do not automatically confer citizenship.

Second citizenship

Residence is separate from citizenship. Any naturalisation, family or descent route requires its own eligibility review.

What to establish first

  • Become tax resident from 1 January 2026 and satisfy the prior-residence and previous-election exclusions.
  • Annual qualifying presence or investment conditions apply.
  • The IRNR election is made through DGI Form 0307 and cannot simply be changed at will.
  • DGI requires annual evidence, including years without relevant income.

Consider the trade-offs

  • The newcomer relief covers defined income and gains, not all worldwide earnings.
  • The ten subsequent years run continuously; a non-compliant year does not restart the clock.
  • Investment thresholds use indexed units and must not be presented as a fixed foreign-currency price.
These are research findings, not an individual eligibility or tax determination. Confirm current rules and your circumstances before committing funds or moving.
